Microsoft's motives here are clear: the only way to convince Partners of the value and ease of use of Microsoft Dynamics CRM Online is to let them try it. And then those Partners can convince buyers. Cloud software is the new thing, and the new thing is generally risky. Microsoft has eliminated a good chunk of that risk by completely removing the up-front cost.
